2. Assists national-level efforts to support one or more FEMA incidents and ensure that FEMA is prepared, in the face of current activities, to deal with new incidents.  
3. Ensures that incident management personnel have the supplies, equipment, people, facilities, and services they need to respond to the incident effectively.  
4. Ensures that the NRCC remains in an operational state for immediate activation by supporting the NRCS with the facilities, security, safety, personnel, communications, and administrative resources necessary to accomplish the mission.
