The 5-Year Operations Plan contains five goals:

 

 

 

CTP Program Mission

The mission of the Cooperating Technical Partners (CTP) Program is to strengthen the effectiveness of the National Flood Insurance Program (NFIP) and support FEMA’s mitigation objectives by leveraging partnerships to deliver high-quality hazard identification and risk assessment products, provide outreach support, and empower communities to take action to reduce risk based on informed multi-hazard based data and resources.

CTP Program Goals
  • Goal 1: To develop and implement a training program to train CTP stakeholders and FEMA staff on topics relevant to the program
  • Goal 2: To evaluate and improve Risk MAP tools and resources, as well as CTP Program processes and pilot initiatives
  • Goal 3: To leverage feedback mechanisms in order to share CTP Program best practices and information
  • Goal 4: To integrate performance measures, outcomes, and metrics into the CTP Program in order to improve and/or evaluate Risk MAP Program planning and grants processes
  • Goal 5: To evaluate and integrate, as needed, the CERC program goals

Short-Term Objectives
  • The CTP Training Plan/Program
  • The initiation and evaluation of partner tiers in a system for distinguishing different levels of CTP partners
  • The inclusion and evaluation of the four new program performance measures
  • Rollout of a CTP Program tools and resources audit
  • Evaluation of new language supporting COMS program goals/mission
  • An appraisal of current pilot initiatives, such as LOMR Review Partners
Long-Term Objectives
  • Looking into potential new feedback mechanisms for the program
  • Long-term evaluation of how the performance measures are working and how metrics are being evaluated
  • Introduction of new tools and resources, or updated to existing ones after the conclusion of the evaluation
  • Integration of more COMS-related communications strategies through products created for FEMA or adopting best practices of other CTPs
  • Follow-up on newly rolled out pilot initiatives and programs

Program Rollout
A fully integrated rollout of the five CTP Program goals should:
  • Improve the basic operations of the CTP Program through training and FEMA HQ’s efforts to keep CTPs informed through mechanisms like the CoP, CTP Collaboration Monthly, and the CTP Collaboration Center 
  • Increase accountability of all CTP stakeholders as they are able to assess their level of knowledge and fill in gaps through training
  • Improve feedback and reporting mechanisms through integration of new technologies and ideas
  • Provide clarity on projects scoping, project management, and project completions
  • Make the program more functional and effective with better tools and resources to improve project delivery of maps or outreach to communities
