Putting it all together
CTP Review Lesson 3: Notice of Funding Opportunity (NOFO), Mapping Activity Statement (MAS), Statement of Work (SOW). NOFO definition: The NOFO is a document that outlines all the information you would need to apply for a cooperative agreement including, background on the program, eligible activities, how to apply and terms and conditions of the award.

Application Conditions
Conditions for application submission are based on NOFO guidance through grants.gov:
  • Having a partnership agreement
  • Confirmation of compliance with Federal laws, policies, and regulations
  • Meeting the terms and conditions of an award as referred to in the NOFO

Application Review focuses on
  • Programmatic review: Looks at the scope of the work, how the project aligns with FEMA’s priorities, the feasibility of the project, completeness of application and project risk.
  • Financial review: Looks at the costs and schedule components, which must be reasonable, and project risk.

Eligible Activities

  • CTPs and FEMA need to agree on the activity scope and the budgets
  • Agreement ensures that activities are priced appropriately, and project scopes are reasonable

  • Generated by the Award Officer
  • Sent to the applicant for review and acceptance
  • Official binding documents between FEMA and the CTP

The award package includes:
  • The Award Letter – A cover letter explaining that your application/project has been selected and what you need to do to accept the award and start receiving funds
  • The Obligating document (FF 76-10) – Identifies the award number, the Federal share and recipient share, the Period of Performance (POP) and contact info of the Project Officer of both the Federal Agency and the recipient
  • The Terms and Conditions – Includes all policies and conditions with which you agree to comply if you accept the award and spend Federal dollars
