The work of the community floodplain administrator (FPA) is fundamental to the effective management of floodplain resources and flood mitigation. The FPA is responsible for implementing the community’s local floodplain regulations and ensuring that the community is complying with minimum NFIP standards and enforcing any locally-imposed higher standards. Community FPAs may fill the roles of coordinator, regulator, educator, and planner.

The community FPA's responsibilities include:

• Ensuring any required permits are obtained before Letter of Map Change (LOMC) application submittal
• Reviewing LOMC applications as necessary to ensure that projects are compliant with local ordinances
• Understanding how regulations apply to LOMC proposals
• Explaining LOMC procedures and results to property owners and developers
• Assisting property owners with LOMC application, when needed
• Coordinating Conditional Letter of Map Amendment (CLOMA) and Conditional Letter of Map Revision--Based on Fill (CLOMR-F) proposals with other departments and programs
• Maintaining and updating flood data and maps to reflect Letters of Map Amendment (LOMAs) and Letters of Map Revision--Based on Fill (LOMR-Fs)
• Maintaining LOMC records
