Let us assume none of those conditions are met for Ruby's enclosure. The area is unfinished; not used for living space; is only used for parking, access to the building, or storage; has no elevator; and has proper flood openings. In this case, you may use the measurement for C2.b Next Higher Floor (the elevated floor) as the LFE. This will result in a more favorable rating for Ruby.
Agent Note: If Ruby's house were located in a V Zone, conditions for determining the lowest floor for rating would change. This will be covered in Lesson 4.
