  • Develop a simple, unifying purpose statement. Work with partners to identify a shared purpose that is relevant to all groups.
  • Use the shared purpose statement to identify measurable goals for the partnership. Identifying achievable and measurable goals in simple terms helps to provide clarity and unify all of the parties.
  • Check alignment of partners’ interests to the purpose and goals. Common goals will motivate the parties to work together.
The critical infrastructure protection goals identified during the collaborative process should reflect the broad protection and recovery goals of the full range of partners.
