Role of FEMA Headquarters in Floodplain Management

The responsibilities of the Federal Insurance and Mitigation Administration (FIMA) at FEMA Headquarters are to:

  • Administer the flood hazard mapping program and regularly update or modernize flood maps using the best available information
  • Administer the insurance portion of the NFIP
  • Enroll communities in the NFIP
  • Set national policy for floodplain regulations
  • Research floodplain construction practices
  • Provides policy and guidance on compliance with EO 11988 & 11990
