The Rivers and Harbors Act of 1899 is the oldest Federal environmental law in the United States.

It prohibits the construction of any bridge, dam, dike, or causeway over or in navigable waterways of the United States without Congressional approval. The intent of the act was to protect navigation.

While wetland protection was not a direct concern of the legislation, it nevertheless was the first legislation to indirectly protect wetlands.
