Coordinating with Local Emergency Planning Committees (LEPCs): AWIA Section 2018

While Section 2013 of AWIA amends the Safe Drinking Water Act, AWIA Section 2018 amends two provisions under the Emergency Planning Community Right-to-Know Act (EPCRA): Emergency release notification (section 304) and Hazardous chemical storage reporting requirements (sections 311-312). The Section 2018 amendment directly affects how community water systems and state and local agencies report and coordinate on releases of hazardous chemicals—specifically with local emergency planning committees (LEPCs) and State or Tribal Emergency Response Commissions (SERCs or TERCs). Under both Section 2013 and 2018 of AWIA, community water systems are encouraged to coordinate with the LEPCs established under EPCRA when preparing or revising an assessment or ERP.
