  • In Phase 2: Determine Goals and Objectives, there are two steps—Information Analysis and COA Development.
  • In Phase 3: Plan Development, there are three steps—COA Analysis, COA Comparison, and COA Approval.
  • In Phase 4: Plan Preparation and Review, there are three steps—Plan Preparation, Plan Review, Plan Approval & Dissemination.
  • In Phase 5: Refinement or Execution, there are two steps—Plan Refinement (Contingency) and Plan Execution (Crisis Action).
