Welcome to Operating a Shelter!

This course will support state, local, tribal, and territorial (SLTT) governments, as well as faith-based, nonprofit, and private sector partners to build capacity in all aspects of the management of congregate sheltering operations and to provide best practices and a common methodology. The intent of this course is to increase the capacity to operate shelters.

Upon completion of this course, students will be able to:
  • Identify the seven different roles involved in sheltering.
  • Explain the resources available to shelters.
  • Describe the functions necessary to operate a shelter.
  • Use the Shelter Field Guide to open, operate, and close a shelter.
  • Articulate potential challenges involved with operating a shelter.
