ONA is a cost-shared program between FEMA and the affected State. This means that the state covers 25% of ONA costs (amount awarded to applicants) and FEMA covers the other 75%. ONA funds are financial assistance and are counted in the IHP max.
Though ONA is a partnership and a cost-shared program, the State must determine the maximum amount it will pay for a funeral and the repair or replacement of a vehicle.
The State must designate, on a yearly basis, who will handle the processing for the ONA component of the IHP. There are two options for processing ONA: the FEMA option or the Joint option.
