For full effectiveness, incident objectives must be:

• Specific and state what's to be accomplished
• Measurable and include a standard and timeframe
• Attainable and reasonable
• In accordance with the Incident Commander's authorities
• Evaluated to determine effectiveness of strategies and tactics
