Emergency Management Assistance Compact (EMAC)

  • EMAC is the cornerstone of the nation's mutual aid system. It is a state-to-state system enshrined in the laws of every state and five territories as well as being recognized under federal law. Operationally, it is run by the states themselves, but administered by the National Emergency Management Association (NEMA). Under various mechanisms, the state can share resources from state and local governments, and even private partners, under agreements that will reimburse those jurisdictions and agencies for their allowed expenses.
