Social media can help fill the gap in communication during a disaster when wired communications or electricity fails.  Smartphones and other web-enabled wireless devices often allow access to information when other services fail. Cellular networks and internet services that rely on fault-tolerant fiber-optic networks also fill gaps in regions with scattered population where news media or community notification services may be unable to get the word out efficiently.
